New version of RFS file set

In binaries ng is a new version of the RFS file set.
The buffered file stream has returned after the problem is fixed. A
compiler switch allows to use whatever stream type you need/want. As
the buffered type should be faster I have set it as the default.

Thorsten, would it make it for the 3.09 release?

Can you check the installer - previously it was installing the unicode
version in both the unicode and non-unicode folders.

I'm not 100% sure when or what changed, does anybody have the
non-unicode version working in D2007 or older?

I have the non-unicode version working on D2007 though the source is
dated May 2009, so I'm not sure it's the latest version.
